Accession includes both incoming and outgoing original and photocopied letters and faxes, some accompanied by brief memoranda and attachments. The multiplicity of attachments includes advertising and press kits, booklets, clippings, minutes, newspapers, and publications of the United Nations, U.S. Department of State as well as organizations concerned with politics, environmental protection, and human rights. There is one 8x10 inch black and white photograph of the Commissioner with Ray McGrath, Charles J. Hynes, and Peter T. King at a meeting of the American Committee for a Unified Ireland.

Beginning in 1963, Paul O'Dwyer served as Manhattan Councilman-At-Large until 1965. In 1968, he was the U.S. Senate Democratic nominee. From 1973 to 1978 he served as City Council President of New York, and in 1986, he was appointed Manhattan Borough Historian.
